At the kick-off meeting for the new master planning in university construction, Fachhochschule Dortmund, together with representatives of the Ministry of Culture and Science of the State of North Rhine-Westphalia (MKW), the Ministry of Finance (FM) and the Bau- und Liegenschaftsbetrieb NRW (BLB), is taking an important step towards a single FH location.
Fachhochschule Dortmund is thus part of a new planning process that will from now on replace or merge the previous procedures - the HSEP (university location development planning) and the MAB procedure (rental expenditure budgeting / profitability analysis). The aim is to make university construction in the state more efficient and significantly faster.
Following the initial testing of the procedure at the three pilot universities HSBI Bielefeld, the University of Duisburg-Essen and the University of Paderborn, the new standard procedure is now being launched with the rollout of the new master planning at RWTH Aachen and Fachhochschule Dortmund.
Lean, fast processes
The core of the New Master Planning is close cooperation between the Ministry of Culture and Science, the Ministry of Finance, the Bau- und Liegenschaftsbetrieb NRW and the respective university from the outset in order to streamline and accelerate construction processes.
The New Master Planning focuses the planning on those measures that actually need to be implemented urgently according to the funnel principle. This frees up resources and can speed up procedures.
In addition to introducing the stakeholders involved and familiarizing them with the new process, the kick-off meeting focused on presenting the current structural situation at the UAS. A joint agreement was also reached on future collaboration. This was the official starting signal for the concrete follow-up of the site development.

The next steps: The parties involved will meet again in July and September, including a tour of the potential development site "Am Waarbaum" on Emil-Figge-Straße. Thanks to the direct proximity to the TU, the university and the UAS could share infrastructure such as the library or the canteen in future. Short distances would also facilitate the transfer of knowledge between research and application.
Previous content and findings from the HSEP will be incorporated into the new master plan, supplemented by a profitability analysis, which will be supported by the FM, a "pilot team" from NRW.BANK and an external auditing company. The master plan will ultimately lead to a specific construction measure.
