Prisoners in Transfer

About the project

The Prisoners in Transfer (PiT) project sheds light on the conditions of transfer and detention of persons,

1. who have been transferred from another EU Member State to Germany to enforce a sentence,

2. who are to be transferred,

3. whose transfer has been suspended on the basis of Art. 4 CFR/Art. 3 ECHR,

4. whose deportation from detention is planned or sought by them.

These groups of prisoners are united by the relevance of cross-border legal issues, which can hinder resocialization in practice. PiT will therefore examine the implementation of the relevant EU Framework Decisions (2008/909/JHA Transfer of Prisoners; 2008/947/JHA Suspended Sentence and Alternative Sanctions; 2009/829/JHA European Supervision Order) and the Convention on the Transfer of Sentenced Persons.

The aim of the project is to support the exchange between different actors in the field of offender support and the prison system, to identify challenges in the practical application of the standards and recommendations set by the EU and the Council of Europe and to make the findings accessible, especially for practitioners.

Current practices, hurdles and new approaches are to be developed at conferences, round tables and workshops.
